have you any thoughts on the new ones in NY - I believe they are S5269 and A8410 http://assembly.state.ny.us/leg/?bn=A08410. When reading them the part about contact preference concerns me, as it seems to imply that unless the birth parents say yes you cannot access any information. Or am I reading it wrong?
